So, she was born into a family where her parents had many children, she has 15 siblings.

The parents of Soipan had no formal education. However, among her 15 siblings, she is the only one who managed to go to school. She went to Kenya High School for her secondary education between 1995-1998. She holds a Degree in Law that she got from the University of Nairobi between the years 1999- 2002. She also furthered her education and obtained a Master of Law (LL.M) in International Sustainable Development which she studied at The University of Washington in the USA in the year 2009-2010.

However, she has an experience in different working areas in different capacities such as government and civil society organizations. She worked with the United States Agency for International Development (USAID) between 2010-2012 as a land law and gender specialist and was an acting executive director, Legal Aid, and Education Coordination legal officer at Kituo cha Sheria.

Politics

Tuya served as a Women’s Representative for Narok County for two terms. This is from 2013 to 2022. In an interview, Tuya said that it was not easy for her to be elected Woman Representative. Also, she added that it was actually tougher than getting a Member of Parliament seat. This is because, like any other elected member, she had to get to campaign and convince men, women, and youth to vote for her. She gave the comparison because a  parliamentary candidate, they were to work for votes in only one constituency.  Moreover, it was also her first time in politics after having been an advocate of the High Court.

In the 2022 general elections, Tuya wanted to run for a gubernatorial seat. However, in late February, she dropped her ambition and joined the UDA party where Hon. Ruto was a leader. Also, she became part of the campaign secretariat

Appointment as CS

On 27th September 2022, she was appointed Cabinet Secretary for the Ministry of Environment and Forestry by President William Ruto.

During her vetting, she said that she is worth Kenyan shillings, 156 million. Moreover, she added that the sum total was achieved through her assets in houses, rental apartments, savings in Saccos, and motor vehicles.
